Support for per hostgroup configuration of BGP Communities for total hostgroups

We have added following options for all hostgroups:

bgp_communiies_hostgroup_networks_ipv4
bgp_communiies_hostgroup_networks_ipv6

Their intention is to work only for networks in total hostgroups.

This capability is not yet implemented in our logic.
